The Directory of Legal Metrology operates under the Kosovo Metrology Agency, and its activity carries out based on law on Metrology No. 03/L-203, Law No. 04/L-124 on amendment and replenishment of Law no. 03/L-203, and bylaws that supports implementation of these laws.
The Directory of Legal Metrology mission is to protect citizens from inaccurate measurements through legal metrological control of measuring instruments in the fields of economy where trade exchanges is carried out, dose health protection, environmental protection and ensures technical safety.

Legal measurement of measuring units that are subject to metrology control are defined on law no. 03/L-203 on Metrology.
Legal measuring devices:
All legal measuring means can be placed into Kosovo market, but only after the KMA has approved the measuring device Type, specifically after the specific type of measuring device has passed through conformity assessment procedures according to legal metrology regulation no. 06/ 2016, on measuring devices.
The Directory for Legal Metrology based on functioning and its responsibilities carries out approval of measuring units’ types, verification of measuring legal instruments for the use within the Republic of Kosovo, also dose metrology examinations.
Approval of a measuring unit type is made after is confirmed that necessary procedures are taken, and after is confirmed that a measuring unite (sample) meets technical-metrology requirements (according to administrative instruction no.02/2013).
The measuring legal unit after has received a type approval shall be a subject of on obligatory initial, periodic and extraordinary verifications (according to the law on metrology, article 13, paragraph 1.1).
The subject for initial verification shall be only to legal measuring means which have received type approval from the KMA. The local manufacturer, importer or authorized representatives should submit the application request to approve the type of legal measuring device.
The measuring means which are manufactured in accordance with No.06 / 2016 Regulation on measuring instruments, if are proven with documents that shows conformity assessment procedures, at the request of importers or authorized representatives, shall be registered in the KMA register for measuring instruments, and as such are allowed to be used and placed in the market.
Periodic verification of measuring means:
Periodic verification of measuring instruments shall be made in the given time limits to the types of designated measuring devices.
Entities that sell thermal energy, electricity, water or gas, are obliged to undertake periodical verification of the thermal energy measuring means, gas meters, correctors, water meters and electricity meters.
Periodic verification are subject to legal measuring instruments based on time limits for certain types of instruments, according to the Administrative Instruction no. 02/2015.
All users of legal measuring instruments are obliged to use only measuring means which are verified (Metrology Law, Article 3, paragraph 1:25), on the contrary will be subject to administrative sanctions under Article 45 of the Law on Metrology.
Responsible for measuring legal means for use:
The responsible for measuring legal means for use are users, who should:
– use only these measuring means that are verified;
– to kip these measuring means technically alright in order to provide measuring accuracy;
– to submit for verification the measuring means that are in use, in accordance with the Law on Metrology and provisions adopted for its implementation
– to use measuring legal means in accordance with their purpose of use;
– to kip records in regard to their maintenance and verification of measuring legal means for use, when is required.
Measuring legal means that are not in use, must me visibly written with marking “measuring instrument out of use”.
According to these data, consumers are entitled to ask services with these tested, verified and stamped measuring means by Directory of Legal Metrology that operates under the Kosovo Metrology Agency.

Currently the Metrology services in Kosovo are carried out by the Kosovo Metrology Agency, authorized economic operators, authorized laboratories or services authorized for preparing measuring means for verification.

Under the Legal Metrology directory operates these laboratories:
Mass Laboratory, carries out testing and verification of mass measuring instruments (weights and grammars) that are for the public use. Verification will be carried out based to the request made by entities that possess the mass measuring instruments weights or grammars).
Electric measuring instruments are carried out by verification of current meters before the importers expose them in the market. Verification of current meters is carried out by KMA authorized officers, authorized KEDS laboratories, or even by laboratories accredited abroad. The active current meters that are produced in accordance with Regulation no. 06/ 2016 on measuring instrument, the first verification is made by manufacturer itself or by authorized body for carrying out the conformity assessment.
The volume and flow laboratory, verifies flow measuring devices, such as measuring instruments used in fuel sales points, respectively verification of the amount of flow (liters) of fuel through volume meters, measuring instruments in tanker trucks, filling heads in fuel storages, verification of gas, water-meters measuring instruments, etc.. Verification is performed by volumetric etalons that ban be mobile (mounted on vehicles) or static, located in convenient spaces in laboratories. Within KMA exists two standard-nation which carries out verification process at the fuel sales points, as well as two testing equipment for verification of LPG gas measuring instruments.
This lab also dose the verification of water-meters in the review table for verification of water-meters, which is at an authorized laboratory for the preparation of water-meters for verification KRU “South Hydro-region” in Prizren.
Thermometry Laboratory – carries out testing and calibration of temperature measuring devices (thermometers) and relative humidity that are used in various fields such as trade, industry, health, environmental protection, security, etc.
Thermometry Laboratory in the KMA owns equipment which are traceable to international ITS90, that are carried out through calibration international inter laboratory comparators.
Temperature Laboratory offers calibration services with the comparison method by standard thermometers that applies international standard for temperature ITS90 from – 60 ° C to 1050 ° C.

The Kosovo Metrology Agency, respectively the Directory of Legal Metrology is increasing its staff’s capacity building, through various professional trainings provided from international experts of this area, as in its relevant laboratories, and out of Kosovo at the countries with advanced metrology system.
